What is a Pre-Hazard Mitigation Plan?
A Pre-Hazard Mitigation Plan is a sustained action plan that can reduce or eliminate risks to life and property from natural or man-made hazard events.
The Pre-Disaster Mitigation (PDM) program was authorized by §203 of the Robert T. Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), 42 USC. (1988)

View/Download ProposalThe City of Donalsonville is considering seeking funds from the Georgia Department of Community Affairs (DCA) Fiscal Year 2026 Community Development Block Grant (CDBG) Program, to include regular round CDBG funds. The City of Donalsonville is requesting statements of qualifications and proposals from Engineers with a strong record in successfully assisting local governments with the implementation of CDBG projects, both in planning and design and project follow through. The City of Donalsonville is considering the development of a project to make Water System Improvements.
This 2026 procurement action may also lead to additional contracts and/or contract addendums for planning, design, and other related services. If the grant was awarded, the selected Engineering firm would be guaranteed the contract for Engineering services.
The information which should be submitted for our evaluation is as follows:
1) History of firm and resources
2) CDBG/EIP/RDF experience, including other DCA grant programs
3) Key personnel/qualifications
4) Current workload
5) Scope and level of service proposed
6) Experience with similar projects and list of references
7) Fees and/or Percentages (if any) associated with the Preliminary Engineering Report (PAR) for the application, and Design and Construction Management Services, if the project is funded. The draft PAR would be needed to the city no later than March 16, 2026.

The Southwest Georgia Regional Commission is seeking qualification from Licensed Occupational Therapists (Ots) to provide professional assessment services for the HUD Older Adults Home Modification Program. This federally funded initiative is designed to support aging in place by assisting eligible low-income seniors with home safety assessments and recommended modifications to reduce fall risks and improve accessibility.
Scope of Services
The selected Occupational Therapist will be responsible for:
- Conducting and developing in-home and follow-up assessments using Home for Life Design for eligible program participants across a multi-county region.
- Identifying environmental barriers and hazards within the home that may impede the mobility, safety, or independence of older adults. Adherence to all applicable federal, state, and local regulations, as well as HUD requirements related to home modifications and accessibility standards.
- Recommending modifications and improvements such as grab bars, ramps, lighting, non-slip surfaces, door widening, and other safety measures.
- Collaborating with program staff and contractors to ensure appropriate implementation of recommended modifications.
- Conduct outreach to eligible individuals, community organizations, and social service agencies to promote program availability and benefits.
- Participate in Home for Life Design, Home Assessment training and monthly meetings.
Qualifications
Respondents must demonstrate the following:
- Current licensure as an Occupational Therapist in the State of Georgia.
- Experience conducting in-home assessments and home modification recommendations, especially for older adults.
- Knowledge of aging in place principles, fall prevention, universal design, and assistive technologies.
- Ability to work collaboratively with contractors, clients, and program staff.
- Excellent written and verbal communication skills.
- Reliable transportation to conduct in-home visits across the service area.
- Excellent organizational and time management skills.
Service Area
Assessments will be conducted in the following counties: Baker, Calhoun, Colquitt, Decatur, Dougherty, Early, Grady, Lee, Miller, Mitchell, Seminole, Terrell, Thomas, and Worth.

ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the STREET & STORM DRAINAGE SYSTEM IMPROVEMENTS TO SERVE HENRY MITCHELL DRIVE, JONES DRIVE & BRICK STREET will be received, by the Terrell County Board of Commissioners at the office of the Terrell County Board of Commissioners - 235 E. Lee Street, Dawson, GA 39842, until 10:30 am local time on January 8, 2026, at which time the Bids received will be publicly opened and read. No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. The Project consists of approximately 2,350 linear feet of assorted 15”-30” storm drain piping, 2,750 linear feet of 24” roll-over curb and gutter, various curb inlets & drop inlets and associated 9.5 mm Superpave Asphalt Resurfacing along with all additional items indicated in the Contract Documents.
Bids submitted via mail shall be mailed to the Terrell County Board of Commissioners at the Terrell County Board of Commissioners - 235 E. Lee Street, P.O. Box 525, Dawson, GA 39842.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with any alternate bid items if indicated in the Bid Form.
The Issuing Office for the Bidding Documents is: Still Waters Engineering, 130 Veterinary Way - Unit 2, Leesburg, GA 31763, 229-496-5700. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 P.M and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the Terrell County Board of Commissioners, during the County’s regular business hours.

Bid security shall be furnished in accordance with the Instructions to Bidders. If awarded the Contract the successful bidder will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Bonds must be provided by sureties appearing on the U.S. Treasury Department’s most current Circular 570 Listing and be licensed in the State of Georgia.
All permits required for the construction of this project are expected to be approved prior to the date of the bid opening with one exception. NPDES Stormwater permitting will be required on this project and the contractor shall be responsible for filing NOI, NOT, and payment of all applicable land disturbance fees.
Acquisition of property for easements and/or right of way is not expected to be required for this project.
Community Development Block Grant. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible, opportunities for employment and training be given to the low-income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project. Section 3 Residents and Business Concerns are encouraged to apply. This agreement is for services related to the project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in the project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
