What is a Pre-Hazard Mitigation Plan?A Pre-Hazard Mitigation Plan is a sustained action plan that can reduce or eliminate risks to life and property from natural or man-made hazard events.
The Pre-Disaster Mitigation (PDM) program was authorized by §203 of the Robert T. Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), 42 USC. (1988)
Who Needs to Participate in the Plan Development or Update?
All county jurisdictions, residents, business owners, organizations, stakeholders, contiguous counties, and Cities.
Why is the Plan Necessary?
- Effective and Efficient Community Management
- Proactive preparation for both Natural and Man-made Hazards
- Management of economic recovery from disasters
- Significantly reduce or eliminate future risk to lives and property from severe natural hazards.
- Grant Opportunities
- Mandatory by the Federal Government
Pre-Hazard Mitigation Plan Maintenance & Update
- RC notify the Local Government Emergency Management Agency (GEMA) Director (Optional Contract)
- Two mandatory advertised Public Hearings (Kick-off Meeting and Draft Plan Presentation)
- Submit the draft plan for the Georgia Emergency Management Agency region’s representative (Alex Parks). The plan must be adopted before submission to GEMA.
- Plan Review by GEMA and FEMA
- Final Approved Plan copy submitted to Local Government
